Start the quest by talking to Jorral northwest of West Ardougne (outside). You'll have to find information on the history of the outpost. You'll have to talk to a few people, Erin the trader, Droalak the ghost and Dron the warrior.
It doesn't matter which order you'll visit them.
Erin the trader
Go to Ardougne market, talk to the Silver Merchant and ask about the outpost. He'll give you an enchanted key.
Now go to the area just north of Castle Wars and just south of the Observatory. Feel the key until you it says 'The key is steaming. It must be right below your feet.' then dig with your spade. Use your key with the chest to find a journal.
Droalak the ghost
Note: Make sure you take your ghostspeak amulet.
Go to Port Phasmatys (use Ectophial if you completed Ghost Ahoy or teleport to Varrock and walk to the east), in Port Phasmatys go to the General Store and talk to Droalak just outside. He'll tell you that he can give you a scroll about the outpost, but he first wants you to do something for him.
You'll have to give a ghost named Melina a sapphire amulet. Go to the house just northeast and talk to Melina. She'll forgive Droalak and disappear. Now go back to Droalak, talk to him he'll give you a scroll.
Dron the warrior
Go to Rellekka (teleport to Camelot and walk north), talk to Blanin (east Rellekka - near the chicken farm). He'll give you some information on Dron, for if he asks questions.
He wields an iron mace in battle.
He eats rats for breakfast.
He eats kittens for lunch.
He eats bunnies for tea.
His favourite drink is red spider blood.
He is 36 years, 8 months, and 21 days old.
He studies famous battles of the Forth and Fifth ages.
He lives on the northeast side of the town.
His brother's name is Blanin.
He has a pet cat named Fluffy.
Five plus seven is twelve.
Go to Dron to the north near the Helmet shop and talk to him. You'll have to answer the questsions with the information you have above. Then he'll give you the information you need.
Convince the King
Go back to Jorral northwest of West Ardougne and talk to him. He'll tell you the full history of the outpost after giving him all the historical information. You'll have to go to King Lathas, he's located on the first floor of the Ardougne castle.
Talk to the King, he will accept Jorral's request and will give you a letter. Go back to Jorral and give him the letter you got from King Lathas.
You've made history, quest completed!
