Go to the stone circle located north of Taverly and talk to Kaqemeex. He tells you they need to purify the cursed altar south of Varrock. He'll tell you that you need to speak to Sanfew. Go to Sanfew located on the 2nd floor of the herblore shop. He'll ask for 4 uncooked meats (rat, bear, chicken, and beef) for dipping in the Cauldron of Thunder to complete a ritual.
If you have these 4 uncooked meats allready. Head south to the Taverly Dungeon. The Dungeon will by surrounded by dead trees. Go in the dungeon and head north until you're at a prison door and try to open it. A suit of armour will attack you. Kill it and open the gate.
Now you're there use your uncooked meat with the cauldron and go back to Sanfew (herblore shop - Taverly. He'll thank you and tells you to visit Kaqemeex (Stone circle north of Taverly) for herblore training. He'll give you the reward and tells you something about herblore.
